UAE Driving Licence 2027: New Rules Every Driver Should Know

The UAE will introduce major changes to its traffic regulations from 1 January 2027, affecting driving licence issuance, validity, and renewal. Under Cabinet Decision No. 174 of 2026, implementing Federal Decree-Law No. 14 of 2024, new provisions clarify licensing requirements for residents, expatriates, and young drivers.

Here are the key points every motorist should know.

1. Minimum Age for a Driving Licence

The minimum age depends on the vehicle category:

Vehicle category

Minimum age

Motorcycles

17 years

Cars and light vehicles

18 years

Heavy vehicles and tractors

20 years

Buses

21 years

2. Driving Licence Validity from 2027

The new regulations establish the following validity periods:

Driver category

Validity

Below 21 years

1 year

First-time applicants aged 21+

2 years

UAE and GCC nationals (subsequent renewal)

10 years

Expatriate residents (subsequent renewal)

5 years

These validity periods are an important change for expatriate residents and younger drivers.

3. How to Obtain a UAE Driving Licence

Applicants generally need to:

  • Open a traffic file with the relevant authority.

  • Submit Emirates ID and passport details.

  • Complete an authorised eye test.

  • Attend compulsory theory and practical driving lessons.

  • Pass the theory, parking and road tests.

Requirements and training exemptions may vary between emirates.

4. Driving Licence Renewal

Renewal is generally available through government websites and smart applications.

The usual requirements include:

  • Valid Emirates ID.

  • Existing driving licence.

  • Approved eye-test report.

  • Payment of outstanding traffic fines.

  • Payment of renewal fees.

Motorists should check their licence expiry date and renew through the relevant emirate's licensing authority.

5. Can Expatriates Exchange Foreign Licences?

Yes. Eligible expatriates may exchange driving licences issued by approved countries without completing the entire UAE driving-school process.

Eligibility depends on nationality, the issuing country and applicable government agreements. Not every foreign licence qualifies.

6. Medical Fitness and Driving Eligibility

Drivers must satisfy the applicable medical and fitness requirements. The licensing authority may suspend, cancel or refuse renewal where a licence holder is medically unfit or no longer meets the required qualifications.

7. Where to Apply or Renew
